ScanDisk will restart any time it notices something has changed on the hard drive. If you are running ScanDisk in Windows and have something running in the background, it will restart.
To resolve this issue, make sure all other applications and TSRs are closed. If doing this does not resolve your issue, you can also run ScanDisk through Safe Mode.
